The Chokepoint Economy: Critical Minerals, Export Controls and the New Architecture of Industrial Security

The security of critical-mineral supply depends on more than domestic ore reserves. Processing capacity, trade restrictions, logistics, qualification and recycling affect whether material becomes available to industry. This study synthesizes institutional evidence and proposes a Source-Process-Route-Qualify-Recycle framework for assessing vulnerabilities and investment responses. It distinguishes supply-chain resilience from national mineral self-sufficiency.

Abstract

The security of critical-mineral supply depends on more than domestic ore reserves. Processing capacity, trade restrictions, logistics, qualification and recycling affect whether material becomes available to industry. This study synthesizes institutional evidence and proposes a Source-Process-Route-Qualify-Recycle framework for assessing vulnerabilities and investment responses. It distinguishes supply-chain resilience from national mineral self-sufficiency.
