Abstract or executive overview
Guyana is entering a period in which resource abundance, capital availability and geopolitical relevance are expanding faster than the institutions and productive capabilities required to convert them into durable national advantage. This white paper proposes a Strategic Asset Conversion Framework for linking petroleum, minerals, energy, forests, geography and rapid growth to permanent financial, productive, human, institutional and natural capital. Its central policy standard is resource multiplication: major national assets should be judged by the capabilities they leave behind after the immediate revenue, commodity premium or construction phase ends.
